Valdez was a member of the Footprints spy ring which infiltrated Micro-Eye Industries and stole the top-secret satellite camera they were developing for the US government. He is stocky and has sideburns and a dark complexion.[1] He attempted to access the Micro-Eye plant in Bayport by cutting a steel wire fence with shears but was stopped by Joe Hardy.[1]
